¡¡¡¡ Datang Urban Telecom Geographical Information System
¡¡¡¡ ¡¡¡¡ Objective
¡¡¡¡The Urban Telecom Geographical Information System TelecomGIS is developed to eliminate the disorderly management of engineering construction existing in the telecom operators in different cities, provinces and metropolitans in China, offer them effective tools to manage telecom resources, and let them scientifically and systematically analyze the requirements on the network infrastructure and operation data. This system is the confirmation of and supplementation to the Project 97 Customer Care System.
¡¡¡¡ Application Field
¡¡¡¡The system provides telecom operators as China Telecom, China Unicom and China Netcom a solution in telecom resources management, telecom infrastructure operation and maintenance, infrastructure planning and infrastructure engineering budgeting, etc. It let telecom operators manage telecom resources scientifically and systematically, reduce their administration and operation costs, improve the work efficiency and make correct decision in infrastructure engineering.
¡¡¡¡ System functions
¡¡¡¡According to the service requirements, the system consists of following sub systems:
¡¡¡¡ (1) GIS graphical resource management;
¡¡¡¡ (2) GIS graphical resource dispatching;
¡¡¡¡ (3) GIS graphical engineering budget management;
¡¡¡¡ (4) GIS based computer engineering-aided design;
¡¡¡¡ (5) GIS graphical engineering cut-over.
¡¡¡¡ Resource management
¡¡¡¡¡¡¡ù Managing geographical data, providing the management of map establishment, updating and data sharing;
¡¡¡¡¡¡¡ù Mapping geographical data with attribute data for various telecom resources;
¡¡¡¡¡¡¡ù Providing interactive information retrieving of geographical data and attribute data for various resources;
¡¡¡¡¡¡¡ù Providing statistics in the forms of charts and tables to people with different access privilege;
¡¡¡¡¡¡¡ù Supporting system-level maintenance and configurations.
¡¡¡¡ Resource dispatching
¡¡¡¡¡¡¡ù Proving line allocation and number allocation in various forms;
¡¡¡¡¡¡¡ù Managing customers waiting for installation, retrieving all applications for installation and the details of a service order; transferring the un-installed information;
¡¡¡¡¡¡¡ù Locating customer's address and selecting appropriate dispatching box through retrieving geographical data and attribute data; querying a service order and dispatching result.
¡¡¡¡ Engineering budget management
¡¡¡¡Based on the standards of "The cost estimation, budgeting method and budget quota in telecommunication construction engineering", and "Budget quotas in telecommunication construction engineering" established by the former Ministry of Post and Telecommunications, this sub system is used by designers, constructors and auditors for project management, reporting, maintaining engineering data and system data, etc when setting up a new or upgrading an existing telecommunication network.
¡¡¡¡ GIS based computer engineering-aided design
¡¡¡¡Based on design standards established by the former Ministry of Post and Telecommunications, this CAD sub system provides tools for efficient design, standardized drawing, flexible modification and automatic design statistics.
¡¡¡¡Working with engineering budget management and resource management, this sub system generates budgeting data directly during design phase. When the project is completed, the design data and telecom equipment data will be imported into the resource management, and reach the data sharing among various departments.
¡¡¡¡ Engineering cut-over
¡¡¡¡¡¡¡ù Supporting cable dispatch engineering: cabinet renaming, cabinet adjustment, etc;
¡¡¡¡¡¡¡ù Supporting cable trunk engineering: cable trunk adjustment and modification;
¡¡¡¡¡¡¡ù Supporting cable connection modification: changing double cross-connect cables to single cross-connect cables, and vice versa;
¡¡¡¡¡¡¡ù Supporting bridging-cable modification: bridging module modification, changing from bridging module to normal module and vice versa;
¡¡¡¡¡¡¡ù Supporting line modification.
